Is Pain in back,blood in urine indicate kidney failure?

Kidney failure alway with pain in lower back,blood in urine.Is these symptoms indicate Kidney Failure?

My brother-in-law is a diabetic who does not eat like he should or take his meds. He does not even check his blood sugar . For the last few week he has been having pain in the lower back and stomach and peeing blood.
